LIBEL SUIT AGAINST A NEWSPAPER

Captain Thomas Webster Kemp, formerly commander of tho battleship London, is suing Mr. Lionel Ycxley, editor of tho periodical for libel. Captain Kemp's counsel stated that the .paper appealed to tho lower deck and solicited from tho crew criticisms of their superior officers. An article on tho battleship London likened the conditions aboard to tho swashbuckling at Zabern. , Captain Kemp, in his evidence, denied that tho vessel was seething with discontent. Ho admitted that ho had not been reappointed to the command of tho London when the vessel was rocommissioned. The further hearing of the case has been adjourned. Captain Kemp has recently been senior naval officer in the Persian Gulf. Mr. Ycxley was at one time in tho Navy, but resigned in 189S to take up journalism and to fight tho vicious system of victualling the Navy and running naval canteens. He lias published several books on naval matters.
