BESTOWAL OF HONOURS
LORD SELBORNE'S MOTION.

Lord Selborne, speaking in tho House of Lords, said tho belief was prevalent that 'so-called political honours were actually hawked to rich men on condition that they contributed to tho party funds. That belief applied to both political parties. One of tho greatest dangers to democracy was that both parties were becoming absolutely dependent on enormous sums for their existence. Lord Charnwood, as an amendment, moved for the appointment of a Royal Commission. The Government, ho said, had gone beyond precedent in giving honours regardless of party considerations. The Marquis of Crewe (Secretary of State for India), speaking in the House of Lords, said it was difficult to lay down aiiy canon law; the only safeguard was to force public opinion. He declared on behalf of the Premier that the party funds had not been considered when honours had been recommended. He did not hesitate to say that LordRosebery and Mr. Balfour had acted similarly. Lord Lansdowno said no course they, took could obviate the .dangers. :Lord Charnwood's amendment was withdrawn, and Lord Selborno's motion, condemning contributions to party funds to influence tho bestowal of honours, was carried, without division.
