. London, December 30. ■Iho Albanian Government has signed a sixty-year concession to an Austrouerman banking syndicate, for establishing a State bank. This transaction is nominally a financial proposition, but itj real purpose is political. Tho combine has secured the right of floating public loans, and preference in acquiring monopolies and concessions.
