'A Eoyal Commission, with Lord Loreburn (ex-Lord Chancellor) as chairman, has been appointed to_ report as to what ohanges aro desirable in tho relationship between the railway companies and tho State, apart from tho. safety of work- 1 ing and tho conditions of employment. (Roo. October 24, 10.30 p.m.) London, October 24. Tho appointment of tho Railway Commission lias created some surprise. Somo of the Conservative papers suggest that It is part of Mr. Lloyd-George's attack on land monopoly. It is understood that tho-Commission w;ill discuss fares, rates,-and nationalisation. The capital value of tho railways is estimated at £1,770,000,000, and that tho average dividond in 1912 was £4 sa. 6d., oompared with £4,105. Id. in 1911. It is suggested in Radical circles ijjmt if nationalisation is carried out tho difference between tlio profit and tho rato at which tho Government could borrow would be available in raising the rail-way-mon's wages.
