DEBT BLACK LIST.
■ -9 . CAUTERISED BY MAGISTRATE. In the Magistrate's Court yesterday Dr. M'Arthur, S.M., made the following announcement: : — "I would just like to say a few words in reference to a publication which has been sbqirn to mo, in whioh n list of those who'have confessed judgment is published, and also a list of those who have consented to judgment. Now, it has always been my practice from tho time I camo hore that such lists should not be' given out at all, and I have expressed tho opinion that tho Court Is decidedly opposed to any such publication whatever. Under tho right-of-scarch, Rule 59 of the Magistrate's Court Act gives tho Magistrate tho right to control tho conduct of the office, and I have always had every reason to believe that my instructions have been carried out, my instruction that no information as to confession or consent should be given. I would like to say hero that I am throwing no imputation whatever on tho members of the press who report tho proceedings here, whose reports have always been a fair representation of what has been done. I don't consider it fair to , those who confess or consent that any public notice whatever should be taken of it. "There is also another point. M.v attention has been called to what _ I would designate as a black list, which provides certain names and addresses. This black list I consider is an unwarrantable use of means so called to protect creditors. It presents a negative means of stating that certain persons are not financial."
