BRITAIN AND CHINA.
FINANCIAL POLICY CONDEMNED. By Teleeraph—Press Association—Oopyrfsfat '•Times"—Sydney "Sun" Special Cables. London, September 26. Tho "Times," in a special articlo commenting on cosmopolitan finance in China, says that "the principal achievement has been to place British and French capital at the disposal of Chinese ' officials under conditions which chiefly benefit our trade rivals, and do not servo to restrain China on the path leading to bankruptcy. The time will come to reconsider a policy from which Britain has dorived neither material advantage nor moral prestige.'' In a leading articlo tho "Times" insists on the necessity for a change in regard to the financial policy in China.
