LOWEST ON RECORD.

Tho Registrar-General's report for 1911 shows that Britain's marriage and' death rates were below the average for the preceding ten years. The birthrate was 2\B under tho averago—the lowest on record. . . The provincial figures for 1912 indicate a further fall.
