House of Representatives from the Local Bills Committee. j Tho power of . tho board to borroWi is increased from £125,000 to £150,000.) This applies to tho first instalment of tho loan only, tho clause giving thoi board power after having obtained tho consont of tho ratepayers, to borrow a. second' instalment of £125,000 after. £100, OOf) of tli<j first loan had been spent, lias boon struck out. Tho clause of the Bill relating to ratepayers' rolls •has been struck out, and a new one inserted prescribing a property qualification. Ratepayers owning property up to £1000 in valuo aro to jiavo one viote, of more than £1000 and not than £2000 two votes, and of upwards, of £2000 threo votes. The differential rating, by which tho property in tho Wanganui combined district shall pay doublo tho rato to be levied in the rest of tho harbour district, has been retained. A' new olauso is inserted to tho effect that the rato to be levied in any ono year shall not exceed a sum, more than; is sufficient to pay the interest on tho sum for tho time being borrowed under tho Act. The schodulo of tho Bill is amended also to oxcludo from tho proposed harbour rating district a remote part of Wanganui County, a portion, of the Rangitikei County, and a portionof tho Patoa. County.
