The Unionists offered to allow tho Bill to pass, subject 'to the omission of tho time-limit.

Tho Radicals objected to any modification, relying on .Mr. Lloyd-George's announcement that tho measure would be dropped.

Mr. E. G) Prettyman (Unionist) said .that 'the Government must take the blame for the loss of tho Bill, which was duo solely to the late period of the session in which it was introduced.
