Professor Bateson road a paper at tho congress on heredity, in which lio said that it was impossible to avoid tho conviction that no matter what influences w«ro brought to bear upon, tho subject by hygienic or educational methods, the tt itimate deoisiou rested with tho germ cedls. The wholo course of modern scienco and legislation exercised a perverse and defective strain in our midst, but, as yet, genetic scienco was not justified in resorting to the violent' measures by adopting tho American view of controlling marriage on an • eugenic basis. Genetic physiology was still in its empirical state.
The oongress resolved to conduct experiments on animals, in order to discover the relation of alcohol to degeneracy. EUGENICS DENOUNCED. ("Times"—Sydney "Sun" Special Cables.) (Roc. August 13, G. 40 p.m.) Washington, August 13. Cardinal Gibbons has denounced the •science, ~of eugenics as ani'infringement upon personal liberty. Marriage, ho declares, is something sacred, with which no civil law should interfere. Of tho various States which had passed laws aiming at the ■ sterilising of criminals only two were enforcing them. ' '
