JAPAN'S RECEPTION OF MEXICO'S ENVOY. By Telegraph—Press Af6ooiation-oopyrlsht Vancouver, August 12. General Felix Diaz, of Mexico, before sailing for the Orient, was notified that the Japanese Government would not receive him except in his private capacity. No reason was assigned. (Eec. August 13, 8.45 p.m.) Vancouver, August 13. In consequence of tho refusal of Japan to receive him, General Diaz will proceed by the longer route to Japan, via Now York and Europe, pending tho possibility of the 'Mexican and Japanese Governments reaching an understanding regarding his reception in the meanwhile. Washington, August 13. The State Department announces that Japan's refusal to reoeive General Diaz is apparently due to her desire not to offend the United States.
