..■'A.iLABOUR MANIFESTO.' . By Telegraph—Prose Association—Copyright (Sydney "Sun" Special—Aug. 5, .0.45 p.m.) Johannesburg, August's.-' A manifesto which lias been issued by the South African Labour party states that the hopes that the Government would ensure a permanent settlement of the strike havo ended in bitter disappointment. Moreover, the door leading to future negotiation has been shut by tho refusal of the mine-owners to recognise the trades unions excepting under absurd and insulting conditions. Consequently a universal agreement offering only trifling and grudging concessions could not bri accepted as a basis of premanency. The manifesto' adds: "The men must not be coerced into submission, or provoked to violence."
TROOPS WITHDRAWN; NORMAL ' CONDITIONS RESTORED. 1 (R-ec. August 5, 10.45 p.m.) Johannesburg, August 5. All the troops have now been withdrawn
from the Rand, and the extra police squads returned to their stations. Normal conditions have been restored.
