INDUSTRIAL AGREEMENTS.

The Industrial Oounoil'a report on industrial agreements states that agreements are generally kept, and that it is not desirable to interfere with the internal organisation of associations malting agreements. No financial assistance should be given to members breaking an agreement, and the system should bo extended so that any agreement could ho ■accepted by a substantial body of employers and workmen in any trade or distriot if the Board of Trade was satisfied that it was a model scheme. It is recommended that a clause should be added to agreements ordaining' that there should be no strike until a dispute had been investigated by an agreed-upon tribunal.
The Industrial Council, under the chairmanship of Sir George Askwith, was appointed in 191f to consider and inquire into anv matters which may from time to time'be referred to It affecting trade disputes.
