BRITISH PUBLIC OPINION NOT YET RIPE.

Lord Islington, at tho prize-giving at Chippenham School, said te did not think that in the present stato of publio opinion there was any hope of Britain approving of compulsory military training as had-been successfully done in Australia and New Zealand. Universal service was only practicable in a country .that was prepared to take it up of its own free will. If cadets were established in England, tho Territorials would improve in quantity and quality.
