CAPE EOULWIND BREAKWATER. (By Telegraph—Press Association.) \ Westport, July 22. K The report of the recently appointed! inspector of works (Mr. J. 14. Hnwes) to' the Harbour Board, was a scathing condemnation Gf the conduct of the CapoFouldwind railway and the method of breakwater construction, and he 6ays with regard to tho latter that the breakwater, instead of being made to stand tho rough seas, has been made .use of purely and simply us a dump to allow unsuitable imperial to bo got rid of as quickly,as possible, and that the whole of the works seem io liavo been used for tho benefit of the traffic' on the lino, tho annual gross revpnuo from which: would only build a few feet of break* water.
