The "Herald," in a leading article discussing the subject of "Trade and the Empire," says: "Tho Imperial relationship is founded on Tace, not trade. If it were founded on trade and common profit, instead of on race and a common ideal, there would bo no Empire. Trade interests sometimes coincide with racial interests, and sometimes cut right across, but tho Empire no more depends on trade for. tho binding principle than does a family."
