Mr. Bourassa (leader of the Nationalist© party in the Quebec Legislature), speaking at Edmonton, said that if tho Canadians supported Mr. Borden's contention that Canada was bound to contribute to the British Navy because an emergency existed, Canada would be binding herself to contribute whenever any emergency, or supposed emergency, arose. This, he continued, would be fatal to the building up of a definite national policy. If Canada agreed to representation on the Committee of Imperial Defence, such a dolegate would bo useful merely by taking the British Government's commands back to Canada. He warned Canada that they were only bound to' provide for their own. defence. Such was Mr. Joseph Chamberlain's idea, and he was one of our greatest Imperialists.
