Mr. Roosevelt eulogised tho great part Australia had played in tho advanced political experiments for tho benefit of the world's democracies. Ho proposed the toast of tho British Empire, and declared that America must never break 'the promise sho had made to arbitrate with England on such questions as tho Panama Canal.
