Mr. C. ]?. Masterman, Financial Secretary to the Treasury, paid a tributo to Mr. Lloyd-Cicorgo for .triumphantly -financing fho world's greatest scheme of social amelioration.
Mr. Lloyd-Gcorge, Chancellor of (ho Exchequer, 111 a brief speech, lamented tho increaso in armaments, ivliich,. if each country blamed tho other, would oantinuo to grow until civilisation was strangled. Ho added, in reply to Mr. Austen Chamberlain, that tho Budget of 1903 had taxed not nccessarics but surplus wealth. The country's prosperity, instead of being retarded', had been augmented.
