Physical Training' to station only ono instructor in the Wanganui and Tarauakl districts combined (with about twenty thousand pupils), as against three in, Wellington, with some twelve thousand pupils, and ono in Hawko's Bay, with about ten thousand pupils, and to dcclino to make any arrangements for work ■under sach conditions.
