GERMAN ARMS CONTRACTS. INQUIRY ASKED FOR. By' Telegraph—Preea Association—CopyiierM (Rec, April 23, 0.5 a.m.) Berlin, April 22. The Centro party in the Reichstag is moving for the appointment of a Committee of Inquiry into' armament contracts. A certain section of the press charge General Von Heeringen, Minister for War, with bargaining with Dr. Liebknecht, tho Socialist member, who made charges against Krupp's and other arms manufacturers, .alleging the bribery and corruption of officials. The newspaper "Germania" hints that the army is plotting for General Von Heeringen's downfall. '
