REMARKABLE DECREASE IN . ENGLAND AND WALKS. both the birth-rate and tho death-rate in England and Wales during 1012 were tho lowest on record. A striking decrease also tool; pi. ico in infant mortality. According to a report issued by the Registrar-General, 872,800 births and 480,1)82 deaths were- registered in England and Wales in the twelve months. The natural increase of population, by excess of births over deaths, was therefore 385,818, the average annual increase in tho preceding live years having been 395,<102. The birth-rato was 23.3 per 1000 of tho population, which is O.G per 1000 below tha rate in 1911, and lower than the rate in anv vcar on record. Compared with the average in tho ten years 1902-1911, the birth-rato showed a decrease of 3.0 per MMTho death-rate was 13.3, which was 1.3 below tlie rate in 1911, and also the lowest yet recorded. Compared with tho averago rate in the ten years 1902-1911, tho deathrate in 1012 showed a decreaso of 1.9 per 1000. Tho -186,082 deaths included 82,943 of mfn,'.i(s under one year of age, 250,385 of persons aged between one year and 1)5 years, and 153,654 of persons aged 65 years and upwards. Tho rato of mortality among infants under ono year of ago _ to_ 1000 registered births was 95, which is 35 per 1000 below tho rato in 1911 and the lowest on record being less than 30 per 1000 below the averago in tho ten years 1902-. 1911.
