Owing .to the President, Dr. Wilson,' refraining to tako action with.' regard..to 'California!)' restrictive legislation, Japan has decided to present a . test case to the. Supremo Cot(rt of California, to prove that Japanese are not of Mongolian origin, and aro' therefore entitled to citizenship in California. ; (Eec. April IG, 10.5 p.m.) Washington, April 16. Dr. Wilson is continuing the conferences ■with the Japanese Ambassador. Dr. Wilson has conveyed privately to influential Californians the hope that the projected'legislation will not take the form of giving an opening to Japan to contend that a breach of tho Treaty with. Japan has occurred. The Japanese Ambassador contends that further changes will be needful in the Bill before the cause of friction is removed., ' '. .
