Before the Parliamentary Committee inquiring into the rubber atrocities in Putumayo, .Mr. Hardenburg, whose reports of the atrocities appeared in the newspaper "Truth," denied that ho had been guilty of forgery and blackmail. He added that he had not seen any actual atrocities, but had seen emaciated natives with sore 3 and marks of ill-treatment. Captain Wliiffon, a Foreign Office official, gave evidence that he was aware of horrible atrocities on his second, visit to: Putumayo. Ho visited- Senor Arana, of' the Peruvian Amazon Company, who seemed horrified, and promised to make a clean sweep of the company's personnel. Witness met Arana afterwards in London, , and Arana' asked , him what would be a fair price for a report to the Peruvian Government. Witness replied that as his expenses had been iCI-WO he was willing to accept some such sum.. Witness denied that ho offered to suppress the Foreignf"Offi'ro'~xeport for a monetary consideration.
