BELGIUM'S PREDICAMENT.
400,000 WORKERS EXPECTED TO GO OUT.

Many preparations are being made for the general strike, which has been called for Monday as a protest against tho failure of the Legislature to carry franchise reform. The Socialists estimate that 100,000 workers will strike. It is doubtful if tho railway men will join in as their leaders disapprove of the movement.
