LORDS & HOME RULE. LOST BY 257 VOTES. WHOLE THING A FARCE. By Telegraph—Press Ansoolatlonr-CoDyrlßht (Roo. January 31, 11.45 p.m.) London, January 31. Tho Duke of Devonshire's amendment, that the Home Rule Bill be rejected, was carried in the House of Lords. The voting was as follows:— For the amendment 326 Against the amendment 69 Majority for 257 The galleries were crowded during the debate. . " Lord Curzon said the financial provisions of the Bill would create endless friction. For every right 1 the Bill effected it perpetrated a score of wrongs.- The Government had chosen to attempt the coercion of Ulster instead of its conciliation. Lord Halsbury said he felt humiliated in discussing the measure when everybody knew the whole thing was a farce. Ix>rd Lansdowne, Leader of the Opposition, said the whole schema was a misfit.' What was the Irish opinion on which tho Government laid such stress? Who ;were tho Irish party ? They were lawyers of no particular eminence; jfiurnalists of no distinction'; and farmers who were no authorities on agriculture. Tho Irish peasant would sooner have a reduction in rent than a share of self-government. The colonial analogy was absolutely worthless, and inapplicable. Britain could not allow Ireland to break away whilo she had a battalion, a battery,1 or a gunboat left. No amendment could convert the Bill'into a measure worthy of the Statute Book. • 1
Lord Morley, Lord President of the Council, closed the debate. Ho derided tho idea of a plebiscite on Home Rule as .impracticable. . Nothing could be "tvorso than' the irresponsible power now permeating the Irish administrative system. The Government believed that the Bill, if worked in good faith;-would strengthen the sense of responsibility,' which; was the salt of freedom. " >
