———4 PUTUMAYO HORRORS. By Telegraph—Press Assootetion-Oopyrijbt London, November 27. 'At the Parliamentary Committee's inquiry regarding the cruelties to natives employed in the Putumayo rubber district of Peru, Mr. Barnes, who visited Putumayo on behalf of the British Amazon Company, stated that the system of forced labour was undistinguishable from slavery. He agreed that some of the local managers were murderers, 'bandits, and pirates, and had been criminally culpable, hut he would not say the same of the British directors, though he admitted that they ought to have known the condition of affairs existing.
