It should, ho urged, bo made unlawful for a mau to knowingly take a horse suffering from strangles into a public place, or to allow it to drink from a public watering trough. Once strangles was introduced on to a farm, the owner never knew when ho was going to get rid of tho discos-:. There are two sides to every question.
