Tho Powers' prohibition of any borrowing except from tho syndicate has excited mistrust. It would be impossible to secure reasonable rates if China were compelled to borrow from nations who must borrow in order to lend. LONDON LOAN ISSUE. (Rec. September 24, 10.30 p.m.) London, September 24. Five millions of the Loudon Chinese loan of X 10,000,000 will be issued at the week-end. The loan will bear interest at 5 per cent, and will ba issued at .695.
