e .— SOUTH AFRICA'S POLICY. By Telegraph—Press Association—Copyriclt (Kec. September 23, 10.10 p.m.) Cape Town, September 23. The Prime Minister, General Botha, in a speech at Heidelberg, said the Government were blamed, for allowing emigrants to pass South Africa to go to Australia. No one would welcome* the right sort of immigration more than the Nationalists. Immigration would receive the Government's attention 'when the proper machinery was in order.
