MR. TAFT SEEKS REFORM IN AMERICA. By Telceraph—Press Association—CopyrifeW (Rcc. September 20, 11.15 p.m.) Washington, September 20. Tho President, Mr. Taft, has written to the Secretary of the Treasury attacking Congress's methods of finance. The United States, the President says, is the only important country in which no Budget is presented to the Legislature, and Congress makes its appropriations without examining financial conditions. . Mr. Taft has ordered the heads of Departments to submit estimates to tho President before they reach Congress.
