The report of the National Free Labour Association attributes -the prevailing industrial unrest to tho decreased purchasing power of money, and adds that illadvised legislation has created almost as many evils as it was attempted to reform. The railway strike would have been impossible anil the coal strike futilo but for the Trades Disputes Act of 1906 legalising peaceful picketing, etc.
