The "Temps" says it may be assumed that the English, Russian, and French fleets have mutually agreed ns to their duties 'and spheres of action. Russia, by holding tie Baltic, will bo able to prevent the general concentration of the German fleet in the North Sea, while France's duty will be to deal with Austria'and Italy.
