RENEWAL OF FRONTIER TREATY. By Telegra,ph-Press Association-Copyright St. Petersburg, September 8. The Russian Minister at Peking has intimated that, owing to China ignoring the proposals to revive the Treaty of St. Petersburg, made in 1811, Russia, in nccordance with Article IS, has decided that the treaty.shall continue for ten years more, but that special concessions in regard to duty-free trade made in respect of a zone of fifty versts on either side of the frontier 6hall be abolished, so far ae the Russian eide is concerned, in 1913. Russia will not object to simultaneous abolition of the same privileges on, the Chinese side.

She will have to'do it in any case if 6 he docs not insist by diplomatic measures on tho creation of an autonomous Mongolia, and the cessation of Chinese colonisation."
