CHINESE ELECTIONS.
DATES FIXED. By Telegraph—Press Aesociuiion-Cop.Tlslit Peking, September 8. The date of the primary elections for tho Houso of Representatives has been fixed for December 10, and for the final elections for January 10. Dr. Sun Yat Sen, addressing members of all political parties, urged the necessity for enlisting foreign capitnl for the development of commerco and the mining industry. x
