He referred to the system of "shouting/' The Legislature should make "shouting" illegal, and impose penalties upon all concerned when once a charge had been proved. The licensee, bar tender, tho person who "shouted/' and those accenting his hospitality should be mado equally liable. Men went into a bar primarily to assuage thirst. 'When they got there half-a-dozen acquaintances were frequently mot, and a system of "shouting" all round instituted. This was where the harm camo in.
