MAGISTRATE'S SUGGESTION. (By aWecraph.—Press Association.) Dannevir'ke, September S. The evils of the "shouting" system were referred to by Mr. S. E. M'Carthy, S.M., to-dny in connection with the casu of J. P. Flinn, lodge secretary, who had nsenbed tho theft of moneys to the fact that drink had undermined W9 moral fibre. _ Tho magistrate said lie thought it a. fitting opportunity to call attention, to a much-needed reform in tho Licensing Act, in order to deal with tho cause by which men, especially young men, were induced to leave t.h© path of sobriety. He referred to the system of "shouting/' The Legislature should make "shouting" illegal, and impose penalties upon all concerned when once a charge had been proved. The licensee, bar tender, tho person who "shouted/' and those accenting his hospitality should be mado equally liable. Men went into a bar primarily to assuage thirst. 'When they got there half-a-dozen acquaintances were frequently mot, and a system of "shouting" all round instituted. This was where the harm camo in.
