NEW NORTH SEA NAVAL BASE. By Telegraph—Press Association—CopyriKht (R«c. Sepcinber 3, 11.25 p.m.) Berlin, September 3. The Kaiser at Tempel-Hoffeld reviewed 60,000 troops on Sedan Day, in the presence of several hundred thousand spectators. A feature of the review was a fleet of twelve army aeroplanes nnd two dirigibles. Borkum is being- converted into a fortified base similar to Heligoland.
