There was considerable discussion at th< Municipal Conference yesterday on a re mit from Mastorton suggesting (hat muni cipal councils should have power to dec the Slaj'OT from their own number. Mr. J*. -Fuller (Wellington) opposed tlv motion, which, be said, bo hoped wcul< be scut to tho scrap-heap. The propose* system would develop into "you senate] lily back and I'll scratch yours." It wa not wholesome fer tho councillors and tlv Mayor to get too friendly; it was not ii the interests of tho public. (Hear, hear. ' Mr. J. A. Nash agreed with Mr. Fuller He said that it should be for the pcoul< bo say who should bo Mayer. It hm been said that othor bodies elected thei cluiirtntn from among themselves, but. h held that by that system those bodies die not get the best out of their men. Mr. R.
