THE TOTTERING "FEDERATION." (By Telenraph.—Sneclal Oorressondent.) Wanganui, July 24. What is thought by some 'to bo tho beginning ,of a "rot," so far as the Federation of Labour is concerned, formed an incident in to-day's' proceedings of tho New Zealand Waterside Federation Conference. The day was mostly occupied with tho committee and routine business, .which was, however, brightened up by tho reading of a communication from tho Greymouth Watersido Workers' Union, stating that it had seceded from the Federation of Labour and desired to return to its old controlling body, the Grcymouth Union. It further stated that it wished to bo represented at the conference, and asked that Mr. Geo. Mackay, of Wanganui, secretary of the Federation, be allowed to act as its delegate, without wastihg time in recriminations or "I told you so's." \ Tho conference granted both applications, and decided to telegraph to the Groymouth Union, congratulating it on tho step taken. Reference was mado by Mr. Burrows (Napier) to other iinpendihg withdrawals from tho Federation of Labour, and Mr. Mackay stated that there was reason to bclievo that these ,were forerunners of other unions rejoining the Waterside Federation.
