FEDERATION AND UNIONS.

FOB.MER seeks to grasp' all. (By Telegraph,—Special Correspondent.) Wanganui, July 23. A conference of tho New Zealand Waterside Workers Federation opened here today. Owing, however, to the tactics of tho federation of Labour in persuading several waterside unions to secede from their own controlling body onlv four unions Were left. AH of these wero represented at today's conference. Mr. J. m an S am »). presided. The annua] report furnished some illumination on tho tactics of tho Federation of Labour. It was shown thnt, in .December last, the secretory of the Waterside rederation visited 'Foxton where ho was successful in organising a very strong union, and then, when they were °? t ? I lolll ** affiliation, the Federation oi Labour in, <md persuaded tho Foxton men to join it and throw over a bouy which had done work for them. In many cases tho unions, which had secedhad ignored all the rules, had left owing capitation, and had .ignored all requests that constitutional moans should bo adopted. # Tho report, however, holds an optimistic tone, and indicated that ninny of the Fce-edinsr unions were so (lissatisfied with the Federation of Labour thai: it was hoped that the. situation mny yet be saved so far as tho "Waterside ledoration is concerned. ' The tons of the confcrenco towards so* cedincr from unionism appears to be very conciliatory, and delegates will discuss (in committee) n policy to bo adopted in the liopo of once more arriving at unity.
