Hughes), replying to criticisms of his remarks at tho Victoria Railways' Union "social," on the dangers of syndicalism, explains that he was not speaking so much as to the theory of Syndicalism as that of a general strike. "I did not saythat strikes were' never justified," said Mr. Hughes, "but, broadly, that rarely, if ever, were they the best way of obtaining redress; and certainly they wcro not a substitute for political action. My remarks referred particularly to the extraordinary tendency of factions inside unions to disregard the decision of majorities."
