Constantinople, July 18. The resignation of the Cabinet is attributed to internal dissensions. Tbo real reasons aro tlio insistence of the demands of niiitinous officers to spread tho Albanian rising and the growing discontent with the Committee of Union and Progress. Another report stales that tho Cabinet's resignation was due to its inability to accept, Mahmud Mukhlar's conditions of acceptance of a portfolio, which were tho withdrawal of troops from Albania, and tho inauguration of a policy of trust. ' Tewfik Pasha, tho present Turkish Ambassador in London, becomes Grand Vizier. Ho will be given a free hand in tho formation of a Cabinet. The formation of a neutral Cabinet was hoped for with the retirement of the Young Turk leaders, so as to ensure tho co-operation of all parties.

Towfifc Pasha was appointed Turkish Ambassador in London in 1909. He was Grand Vizier under Abdul Haraid at the time of the revolution of ISO 9, and retained office temporarily until the Toung Turks nominee was,installed. Almost immediately afterwards the new Government made him Ambassador in London.
