COUNCIL CENSURES NEW GOVERN. MENT. ' By Telograph-Preßß Association-Copyright Perth, July 19. Tho Legislative .Council, by eixteen votes to five, carried the amendment to tho Address-in-Reply, condemning tho now Labour Government for expending money unconstitutionally without Parliamentary authority, dud ignoring tho Council's right by assuming that the only ratification required was tho Assembly vote. Tho Legislative Council, by ten votes to seven, then passed the amended Adrees.
The West Australian elections in October last resulted in tho return of tho Labour party with a two-to-one majority, the previous Liberal Ministry, undor Mr. Wilson, being hopelessly defeated. Tho Legislative Council, with which the new Assembly is now in conflict, is an elective, body of thirty members, who hold thoif seats for eix years. :: There aro' ten. electorates, each returning three: members, one of whom retires ovory second year. The Assembly is elected on adult suffrage, and the Council on a property franchise. '•-'.' .■" . , ,
