MORTGAGED SURPLUSES.
LIBERAL FINANCE ATTACKED. By Telegraph—Press Aflßociation—Copyright London, July 16. Speaking in the House of Commons, Mr. Austen Chamberlain (ex-Chancellor of tho Exchequer), on tho second reading debate on the Finance Bill, contended that tho Treasury had become one of tho biggest spending departments in the State. Every increase in revenue had been absorbed as fast as it had been obtained, and the surpluses wero mortgaged in advance The Home Secretary, Mr. R. M'Kenna, defended Mr. Lloyd-George's policy, especially in reference to the six and a half million surplus. Tho debate was adjourned till Wednesday.
