Beliield, C.M.G., British Resident in the Malay States, has succeeded Colonel' Sir Percy Girounrd as Governor of the East Africa Protectorate. Sir Percy Girouard, who is a well-known railway expert, lias resigned to accept an . important position at the Armstrong-Whitworth engineering works. ,
Sir E. P. C. Girouard, K.C.M.G., D.5.0., is described as one of the greatest living authorities on military railway administration. Ho was Director of Sudan railways for six years, and was Railway Commissioner for the Transvaal after the Boer War. In 1908 he -was appointed High Commissioner ami Commander-in-Chief of,-Northern .Nigeria'.;; Thoi.following year he crossed the African Continent to govern British East Africa, whero tho great trunk railway to Uganda caiuc under. his administration;- Sir 'Edouard Girouard is 45 years of age, and is a FrenchCanadian.
