UNCONDITIONAL SURRENDER.
LORD DEVONPORT AND THE . STRIKERS. By Telegraph—Press Afisocjation-Copjrieht (Rec. July 18, 0.15 a.m.) London, July 17. The transport .strike committee 'has rejected the employers' offer to fill vacancies at the docks as they occur from the ranks, of the strikers. ' Tho employers declined to discharge the non-unionists working satisfactorily. Tho terms offered by Lord Devonport, chairman of the I'ort Authority, are regarded as an ultimatum to surrender unditionally. A conference was held at Downing Street at midnight, between the Premier, Lord Devonport, Mr. O'Grady (president of the Trades Union Congress), Mr. Gosling (president of the Transport Workens' Federation), and Mr. Orbell (of the Dockers'' Union). The conference adjourned at one in the morning, and will meet again to-day.
