Tho finding of tho Court of Inquiry regarding the loss of the dredge Manchester states that the vessel was fully manned, found, and equipped. , Tho evidence shows that the weather, after, April G, was abnormally bad.- The Court is of opinion thul sho foundered with all hands, but that there is no evidence as to tho cause of the foundering. The' Court is further of opinion that nothing was left undone that should have been donb to make the vessel seaworthy. No 1 blame is attachable to any of tho perpons who Lad to prepare hor for her voyage.
