The "Manchester Guardian" states that the chief points of the Home Rule Bill will be as follow:— The setting up of a. Council of fortyeight members, twelve of whom will bo nominated, and an Assembly of 103 members. Customs and excise will bo Imperially controlled lor n period of six years, ami thereafter (he Irish Legislature will control them subject lo perpetual free-trade, between England and Ireland.
