The chairman of Hie local Harbour Hoard (Mr. 11. Fletcher) protest!?'! against this exemption" yesterday in a reference to the Lniou Company's lino of steamers from New Zealand to Wan Francisco. The exemption, .Mr. Fletcher contended, was without justi. iicntinn, because the same services wen renderd to these mail steamers as other vessels, nnd it. was unreasonable to supl>:ise that the board should perform this work without receiving any roturn. "J. am aware," slid Mr. Fletcher, before leaving tho subject, "that it is hard to overcome a custom which has obtained, for a long time, but we live in the age of reforms, anil it would be «•<■»! that representation should be mado to tho proper nuarliT for sonic redress in this matter,"
