The Senate, by iv majority of two votes, emasculated the English and French arbitration treaties of the clause entitling the proposed Joint Iliuh. Commission to decide what questions shall bo arbitrated. The defeat was caused by a margin composed of democrats, and has led (lie President, Mr. Taft, to hope for a reversal of the vote following the national election.
